How Quickly Can a New Benefits Plan Start?

One of the most common questions small business owners ask when considering employee benefits is how long the process takes. The good news is that group health plans do not have to begin in January. Coverage can start in any month of the year, as long as the right steps are followed and the required information is submitted on time.

 In most cases, setting up a new group health plan takes 30 to 60 days from start to finish. Exact timing depends on how quickly employee information is provided and how complex the plan design is. Here is what the process generally looks like.

Step 1: Discovery and Quote Request

The process begins with gathering some basic information about the business and its employees, including:

•      Number of employees and dependents

•      Dates of hire

•      Zip codes and ages

•      Desired start date and budget goals

This information allows us to request quotes from multiple carriers and explore the best fit, whether that is a traditional fully insured plan or a level funded option. This step typically takes one to two weeks.

Step 2: Plan Review and Selection

Once quotes are returned, we review the options together. This includes comparing carriers, looking at benefit levels such as deductibles, copays and network size, and discussing employer contribution strategies. This step usually takes place during weeks two through four and gives the employer time to choose the plan that best fits the company's goals and budget.

Step 3: Underwriting and Approval

Depending on the carrier and plan type, there may be a brief underwriting period. For small groups under 50 employees, this is usually based on census data rather than individual medical information. So, if required, this step usually moves quickly.

Step 4: Enrollment and Employee Communication

During weeks four through eight, employees complete their enrollment. This may include digital or paper enrollment forms, one on one meetings or group sessions, and clear explanations of how to use the new plan. Once enrollment is complete coverage can begin as soon as the first day of the following month.

If everything moves smoothly, a new group plan can often be ready within 30 days. For example, if the process begins in early May, coverage could go into effect on June 1. Starting early gives a business more flexibility, helps avoid delays, and gives employees plenty of time to review their options before coverage begins.
